Finella McKenzie Finella McKenzie has been a consultant since 1999 providing input into innovative and challenging projects. Her areas of expertise include national, international and European transport policy and applications across all modes, intermodal and freight transport, transport security, GALILEO, intelligent transport systems, energy efficiency and alternative fuels and research policy. She has wide knowledge of the European transport industry and public/private stakeholders. Previously she held a range of positions in the public service. Finella specialises in policy and institutional issues and the research needed to provide their evidence base. She has strong negotiation and representation skills and extensive experience at international, national and local level working with government departments, their agencies, industry, academia, regulatory bodies and intergovernmental organisations including the European Commission, the Organisation for Economic Cooperation and Development and the United Nations.

Selected Achievements

  • Analysis of institutional issues associated with re-use of traffic images from the Highways Agency's traffic management cameras on the trunk road and motorway network in England to support network operations and provide traffic information services to the public, using traditional media and emerging platforms
  • UK National Contact Point on transport policy and applications research opportunities and results across the EU’s Framework Programmes (FP) for Research and Technological Development and related European programmes and initiatives (FP5 to FP7)
  • Strategic advice for the development of the Transport Research Knowledge Centre, an internet based resource of transport policy and applied research funded under EU, European, international and national research programmes
  • Expert Evaluator for the European Commission of infrastructure proposals submitted under the Transport Trans European Network’s Multiannual and Annual Programmes and research proposals submitted under its Framework Programmes for Research and Technological Development
  • Development of course materials for the Civil Service College's course on "Research and Central Government"
  • Strategic planning of the Organisation of Economic Cooperation and Development’s (OECD) Road Transport and Intermodal Linkages Research Programme - as Vice-Chairman and member of its Bureau.
  • Development of the evaluation specification for the OECD's Road Transport and Intermodal Linkages Research Programme and of an evaluation framework for COST Transport projects
  • Advisor to the OECD's Maritime Transport Committee on the Shipping Annex to the GATT Uruguay Round on Trade in Services and Secretariat support on members' negotiating position on the UNCTAD Review of the UN Liner Code Conference
