Andrew Gallagher Since leaving Transport for London Street Management in April 2002, Andrew Gallagher has been working as an independent consultant, advising organisations on aspects of highway asset management and maintenance and managing research, development and implementation projects. In his career he has designed and built roads and bridges in the West Indies, built sewers and sewage treatment works in North Wales, carried out research on structural concrete at the Cement and Concrete Association, managed research on the foundations of offshore structures and on radioactive waste depositories at the Building Research Establishment. In the Department of the Environment he was responsible for mineral planning, before moving to TRL as Head of Bridges. In the Department of Transport he was responsible for engineering standards in geotechnics, road maintenance and the environment. In the Highways Agency he was responsible for the national research programme, for publishing the DMRB, for managing trunk roads in East London, and led the London Division transferring to Transport for London, where he was the Director responsible for major projects.

Selected Achievements

  • Currently coordinating the pavement condition information systems support contract and the review of UK pavement management systems core functionality contract for TRL on behalf of the UK Roads Board and the Department for Transport.
  • Managed research, development and implementation of SCANNER (Surface Condition Assessment for the National NEtwork of Roads) on local roads in England, for Halcrow on behalf of the UK Roads Board and the Department for Transport, establishing consist
  • Technical adviser to Halcrow and TRL, DfT research project on smaller, quicker, cheaper automated carriageway surveys. Investigating and quantifying the requirements for carriageway surveys on unclassified roads through local authority questionnaire
  • Author developing CIRIA Whole Life Infrastructure Asset Management Good Practice Guide for Scott Wilson.
  • Technical adviser, UKPMS Strategic Development Study for UK Roads Board and the Department for Transport. Elucidating stakeholder requirements and providing technical advice on road condition surveying and pavement management systems.
  • Local Authority Coordinator DISTILLATE research programme (EPSRC funded). Ensuring that local authorities were contributing effectively to the DISTILLATE research programme, and benefiting from it.
  • Team leader responsible for Business Performance Management stream delivery of Highways Agency’s SFM (Strategy for Management) project.
  • Advising potential lenders on the technical risks of operational and maintenance management strategies for Design Build Finance and Operate (DBFO) highways contracts private finance / public partnership (PFI and PPP).
