Ken Laughlin Ken Laughlin has over 38 years experience in the field of traffic and transportation engineering with senior management experience whose broad based expertise and skills have achieved success in many areas of strategic, project and people management. Ken has significant experience in the research and development, strategy development, design, implementation and operation of all aspects of ITS systems and services at a local, national (UK Department for Transport and Highways Agency), European and international level. He has erved on a number of national and international Committees and Working Groups. Written and presented a number of papers at the international, European and national level to a variety of audiences both technical and non technical.

The majority of Ken's career has been within the UK local authority environment at a senior level but in 2008 moved to the private sector with Dornier Consulting GmbH in the role of a Senior ITS Consultant based in Abu Dhabi. In May 2009 Ken established himself as an Independent Consultant.

  • Head of ITS for Hampshire County Council.
    Development of the ITS Vision and Deployment Strategy for Hampshire County Council
    Project Manager for the innovative ROMANSE Project (Road MANagement System for Europe)
    Responsible for the development of a proposal, negotiation and subsequent contract with the European Commission for the £2.2 million MIRACLES Project within the European Commision's CIVITAS programme.
    Project Director for the Hampshire / Cork aspects of the MIRACLES project and a member of the Project's Steering Group.
    Chief Traffic Engineer for Hampshire County Council.
    Chairman of the UK UTMC Development Group
    Member of the IHT's Network Infrastructure Board, Chairman of the IHT's Network Operations and Management Panel
    Chairman of the UK SCOOT User's Group

    Development of the Hampshire County Council's freight strategy - 'Lorries in Hampshire'
    Member of the National Transport Operating Coordination Committee (TOCC) led by the Highways Agency to determine the requirements of the Traffic Management Act on the Highways Agency and Local Authorities.
