Dr John Miles has particular expertise in transport planning, transport research and public policy development, including experience in the development of government policies, leading European projects and of directing a large operational team. He brings 40 years’ experience in research, policy development and innovative projects in integrated transport.
Since 1988 John has been working with senior officials, politicians and stakeholders to deliver effective policies for Intelligent Transport Systems (ITS) in the road transport sector. Intelligent Transport Systems involve the application of information and communication technologies to transport operations with the objective of obtaining safety and efficiency gains of one kind or another.
John specialises in the organisational and institutional aspects of ITS, including public-private partnerships. He concentrates on the evaluation of policy options, organisational capability, inter-agency working and the management of change.
In 2008 John was given an award for excellence by ITS United Kingdom for his contribution to the development and outreach of Intelligent Transport Systems.

Services Provided
- High-level briefing and state-of-the art reports on the deployment of Intelligent Transport Systems (ITS) in the road transport sector.
- Advice on the development of strategic plans for ITS at all levels of government, including analysis of ITS benefits, costs and other deployment issues.
- Development of operational requirements for public-private partnerships and inter-agency operations in road network operations, in close collaboration with key players.
- Training and briefing sessions on ITS in road network operations, including advice on strategic planning for ITS projects and the management of change.
- Independent expert review and evaluation of ITS projects and research programmes.
- Facilitation of small group workshops and larger forums for consensus-building, visioning and long-term planning.

Selected Achievements
- EUROPEAN ACTION PLAN ON ITS
John was appointed to advise the European Commission (DGs TREN, DG INFSO) on the priorities for deployment of ITS in Europe and the barriers to deployment, leading to proposals for a new action plan on ITS. He conducted a number of 1-to-1 interviews with senior stakeholders in industry, public authorities and service providers in support of this work.
- WORLD ROAD ASSOCIATION (PIARC)
From 2004-2008 John served as chair of the World Road Association (PIARC) Technical Committee on Management of Network Operations. He coordinated the development of technical content for the World Road Association (PIARC) web site on Network Operations. Visit: www.piarc.org

- PIARC Handbook on Intelligent Transport Systems
John is lead editor of the PIARC ITS Handbook. The Handbook, now in its 2nd Edition, has been welcomed as an authoritative introduction to ITS and has been translated into French and Spanish. A Chinese translation was launched at the 14th ITS World Congress in Beijing on 10 October 2007.
- VISION 2030 STUDY
John led the expert team for the “Vision 2030” project for the Highways Agency (England) looking at the potential roles of strategic highways in meeting long-term mobility needs of people and goods. Visit: www.transportvisions.org
- ATLANTIC THEMATIC NETWORK
John was instrumental in establishing and coordinating a trans-Atlantic network of ITS professionals from Europe, the USA and Canada, in the EC project ATLANTIC (2001-2003), with funding from the European Commission (DG INFSO), Transport Canada and the US DoT (FHWA).
- FINLAND: ITS RESEARCH & DEVELOPMENT PROGRAMME
Advisor on the development of ITS Information Infrastructures in Finland 2005. External reviewer for national programme of research on ITS-based information services 2007.
- ENGLAND: National Traffic Control Centre
John led the work on the operational specifications for the National Traffic Control Centre for England as part of the team working on the Private Finance contract.
- G7 TRANSPORT SHOWCASE
In February 1995 John was co-ordinator for an influential and pioneering showcase of Intelligent Transport Systems prepared for an audience of government ministers of the G7 (Group of Seven) leading industrial nations. The showcase was integrated with the G7 Conference on the future of the Information Society hosted by the European Commission. Distinguished visitors included Al Gore (then USA vice-President).
