John Austin is a well-known
public transport industry expert, and has particular
interests in the provision of travel information, in
workable business models for delivery of quality transport
schemes, and in innovative solutions to transport
problems. He has a wide-ranging background in commercial
public transport planning and operations, in the local
authority sector, and in information and telecoms
strategy; and was one of the first in the UK to
recognise the potential of the Internet for the public
transport industry and its customers. John has also
worked in the former USSR and throughout Europe, as
well as in Australia and Asia.
Kristine has a special interest in ways social scientists can work with planners
and engineers to develop policies which are also acceptable to the public.
This includes expertise in implementing the most appropriate methods of public
consultation ranging from standard opinion surveys through to new techniques
such as citizens juries and community planning. She has served on professional
committees and is Chief Examiner for the Chartered Institute of Transport.
Bill Billington was a senior civil servant in the Department of Transport
and the Highways Agency (Board Member) until 1998. He has wide experience in
roads and transport administration, policy and organisation. As an independent
consultant his clients have included the World Bank, European Commission, Highways
Agency, DETR and RAC Foundation. He is co-author of a major study of the need
for, and availability of, professional skills throughout the transport field
and was a contributor to, and steering committee member for, the RAC Foundation's
independent inquiry "Motoring towards 2050".
Brian has spent more than thirty five years working in Traffic
Engineering and Traffic Management and has acquired experience at a
senior level within three UK Traffic Companies. Since 1998 Brian has
been an independent consultant, working on a variety of ITS Projects
mainly overseas in Europe, Middle East and southern Africa.
Andrew is a chartered civil engineer with over 30 years experience in the
UK Highways industry, mostly in UK government service. He runs his own transport
consultancy and is active in providing advice and assistance to clients in Japan,
Eastern Europe and in the Middle East and on EU funded contracts. He is also
currently advising and assisting the Department of the Environment, Transport
and the Regions in the UK on Streetworks matters.
Dr Henri Chua is Director of IM Technologies and has 25 years of international
experience in passenger and freight transport, gained in Asia, Europe, Oceania
and the Americas. He was Traffic and Economic Advisor on DBFO roads to the English
Highways Agency for the first six years of this new development and has advised
on 40 BOT, PFI, PPP and PSP transport infrastructure and operations projects
(with a combined value exceeding US $10 billion), and acted for private consortia,
funding banks and government agencies, to have a comprehensive overview of all
issues involved.
John Collins is an experienced rapporteur and secretary who has provided
support services for the management of European research projects, particularly
associated with ITS. After a long career in the scientific civil service and
several years as an independent consultant he is now effectively retired but
remains involved with the transport sector as the current secretary of the Transport
Associates' Network.
David Crawford is Managing Consultant at Technical Editorial Consultancy.
He is a technical communicator, researcher and marketing adviser with over 20
years' experience of transport and the built environment. He has carried out
assignments for the European Commission (TEAM and ANIMATE projects), 3M, Fine
Research (US; affiliated to ITS America), ITS United Kingdom, and a consortium
bidding to take over part of London Underground's infrastructure. David provides
services in marketing, PR/media relations strategy/implementation, technical
and market research, and technical editing.
Alastair has 36 years experience in airport and transport management, primarily
at Heathrow. He is now an independent consultant, advising organisations on
transport strategy, sustainable travel planning and the integration of transport
modes, from walking to aviation. He currently chairs, amongst other bodies,
the Association for Commuter Transport and the Heathrow Area Transport Forum.
Nigel Fulford is a railway professional specialising in railway development
projects - including train services development, rail operations, commercial
negotiations and regulatory issues. He is a graduate with 25 years management
experience in British Rail and the private sector, spanning passenger and freight
operations, customer service, commercial and planning roles as a senior manager.
He is also Director of Oxford Rail Strategies, which specialises in commercial

Jean Hopkin is an experienced social scientist. She is a specialist in social
and transport research, and road safety, and much of her research has been
survey based. She has extensive research experience in the design, analysis
and management of a wide range of transport and road safety projects, and
has written over 40 publications. Much of her recent work has involved evaluation
of projects implementing Intelligent Transport Systems (ITS) in Britain and
Europe.
Robert Mansfield is a Chartered Civil Engineer and Transport Planner with
more than 30 years experience in the planning, design and construction of road
and railway transport systems in the UK, Europe and Developing Countries. He
worked for many years with the Overseas Unit of TRL and then as director of
a major firm of civil engineering consultants. His specialist skills include
staff training in developing countries, transport planning, traffic engineering
and transport telematics.
Finella is a transport policy and research consultant. Her expertise includes
analysis of legal, institutional, organisational and socio-economic issues;
and the formulation, management and evaluation of transport policies and programmes.
She has extensive experience at the national and international level. In the
UK she works with the Departments for Transport and Trade and Industry, the
Highways Agency, industry, research and regulatory bodies; internationally -
with the European Commission, the Organisation of Economic Cooperation and Development,
and several UN Agencies including the International Maritime Organisation and
the UN Conference on Trade and Development. She covers all transport modes,
intermodal and freight transport and transport security.
Dr. John Miles is Managing Consultant for Ankerbold International Ltd, which
he established in 1996 after a career in public service spanning local, regional,
national and European agencies. He specialises in organisational and institutional
aspects of road transport telematics and Intelligent Transport Systems (ITS).
He is lead editor for the
revision the ITS Handbook for PIARC (World Road Association),
and is Chair of the World Road Association (PIARC) Technical
Committee on Network Operations for the period 2004-2007.
Terry Mulroy has over 30 years experience in the design and implementation
of transport systems. His expertise covers policy and strategy development,
urban traffic and environmental management, parking, control systems and public
transport. Pioneering work has been undertaken in historic towns and cities
in traffic calming and lorry management. He has recently been involved in
the institutional, organisation and legal aspects of transport.
Nigel is a graduate chartered engineer with over 30 years experience in
developing and implementing new telecommunications and IT systems. He has been
involved in transport related communications and IT systems for over 12 years,
and for the last 2 years has run his own consultancy specialising in Intelligent
Transport Systems. He acts as Technical Director of ITS UK, on behalf of a client,
which provides important networking and industry trend awareness. He works directly
with customers, or sub-contracted via a larger consultancy, where appropriate.
He is used to working for multiple clients with Chinese walls in place. Recent
customers include BT, the EU, the Department for Trade & Industry and Transport
for London (via a larger consultancy).
Dr. Martin Higginson is a transport economist specialising in public transport.
He has 40 years experience in the public and private sectors in road, rail and
water transport management, operations, planning, research and consultancy in
the UK and overseas. His independent Transport Research & Consultancy business
provides analysis and advice on a range of subjects including policy development,
planning, operations and technology in the bus, coach, heavy and light rail
industries; bus-rail integration; regional transport strategy; public transport
economics and finance; rail franchising; station and service enhancement; and
route re-opening. He is Visiting Researcher in Transport at Newcastle University.
Ian is an ITS consultant with over 30 years' experience in Government,
academic research, the computer services industry and consultancy.
He established ICC (Ian Catling Consultancy) in 1983 and has worked on
the development and implementation of ITS in Europe, the Middle East,
America, Australia and the Far East. He is particularly active in Road
User Charging, and has been actively involved in many of the recent
developments, including satellite-based charging systems and the
London Congestion Charging scheme.
Ann Frye is an independent consultant specialising in the transport needs
of disabled and older people. Associated areas include other social policy
issues in the transport field such as social exclusion, crime and personal
security, and diversity. With over 25 years experience in Government at
senior level she leads a number of initiatives at European and wider
international levels. Clients include the Disability Rights Commission,
Transport for London and the Irish Government Department of Transport.
